These are neutral official statistics. Recorded-crime rates reflect reporting and recording practices and an area's daytime and visitor population as well as underlying offending. They do not measure how “dangerous” a place is and imply nothing about its residents. City-centre areas with large commuter/visitor populations typically show elevated rates.

Frequently asked questions

What is a Community Safety Partnership (CSP)?
A Community Safety Partnership (CSP) is a statutory body in England and Wales made up of representatives from local councils, police, probation, health, and fire services. CSPs are required to address crime and disorder in their area. They are sub-divisions of police force areas, making CSP-level crime data finer-grained than police force area data. There are around 310 named CSPs in England and Wales with published crime statistics.
What is the average recorded crime rate across all CSPs in England and Wales?
The population-weighted CSP-level average recorded-crime rate across all 310 included Community Safety Partnerships in the financial year 2024/25 (April 2024 to March 2025) is 149.3 offences per 1,000 residents, based on official Home Office police-recorded-crime statistics. This figure excludes fraud (recorded centrally) and uses ONS mid-2023 local authority population estimates.
What is the Gera Local Crime Index (GLCI)?
The Gera Local Crime Index (GLCI) is a normalised score computed by GeraRent from official Home Office CSP recorded-crime data. It ranges from 0 to 100: a score of 100 corresponds to the lowest recorded-crime rate among all 310 included CSPs; 0 corresponds to the highest. The formula is: GLCI = 100 × (max_rate − area_rate) / (max_rate − min_rate), where max_rate and min_rate are the highest and lowest rates across all included CSPs for the financial year 2024/25 (April 2024 to March 2025). Full methodology at https://gerarent.com/methodology/gera-local-crime-index.
How is the CSP crime rate calculated?
The recorded-crime rate per 1,000 is computed as: total recorded offences in the financial year 2024/25 (April 2024 to March 2025) (from Home Office CSP open data) divided by the ONS mid-2023 population estimate for the matching local authority district, multiplied by 1,000. Fraud is excluded because it is recorded centrally rather than by area. British Transport Police is excluded because it has no resident population. The rate reflects both underlying offending and differences in reporting, recording practice, and the daytime and visitor population of the area.
Which areas have the lowest crime rates in England and Wales?
Among the 310 Community Safety Partnerships with complete data for the financial year 2024/25 (April 2024 to March 2025), the lowest recorded-crime rates are: Broadland (63.2/1,000), Waverley (66.0/1,000), Ribble Valley (67.0/1,000), North Kesteven (69.0/1,000), Derbyshire Dales (69.6/1,000). These are neutral official statistics; low rates may reflect genuine differences in offending, reporting, or recording practices.
